摘要：

The following paper begins with a theoretical review of the different existing approaches adopted to address the Executive-Legislative relation. It, then, moves onto the methodological strategies used for doing the empirical measurement. In second term, the logical and methodological aspects that lead to the construction of the mentioned Independence and Territoriality Index (IT) are developed. Finally, this new IT will be applied in the legislative elections for the 2008-2011 term. Following this, the paper will present some general conclusions which provide with new perspectives on the theory and the existing ways of measurement, and also prepares the road for a better comprehension of legislative dynamics.
