Social Potential and the Russian Long-term Development Strategy

The article reflects the authors' position towards the problems of correction of the long-term social-economic development Strategy till the 2020, the discussion of which has begun in the electronic community. The author raises the question of the necessity to reconsider the crucial goals of the Strategy by means of replacing the accents from the macroeconomic data to the national development, presented as the quantitative and qualitative growth of the national human capital. The research is based on the rich statistical and actual material, coordinated with the objective trends of the modern development, enriched with the comparative analyses of the experience of strategic planning in the most successfully developing countries. A huge list of original patterns, schemes, graphics, tables, that lay scientific basis to the authors' reasoning, are of original value.
