摘要：

This article aims to present some concepts of political economy that relate processes of urban transformation to the wider context of capitalism. A given representation of urban environment poses the question of the role of local government, which represents the field of empirical scrutiny. This has been done through the case of the preservation of historical heritage within a former industrial zone.
