摘要
As a result of the difficulties some countries are having in legitimizing their cultural policies because of the international commercial agreement stature, Canada and France have decided to convince international community members to adopt an International Convention for Cultural Diversity. UNESCO has agreed to carry the torch, but the analysis of the international facts shows that the results of the past negotiations of the project are status quo. If the project is seen or recognized as a necessity, the impact of the convention could just serve in helping present cultural policies without disturbing international cultural market regulations. As such, this article attempts to illustrate the principal steps which led this project into being. As well as looking to bring a clarification to the principal cultural debate which characterizes contemporary international relations.
